Future Site of The Preserve at Red Run

To the right is a map of Owings Mills, Maryland and the surrounding area. Episcopal Housing and our partner, Confier Realty, are well into the planning stages of creating an 87 unit mixed income apartment complex in Baltimore County and are considering several sites in the vicinity. Preliminary design work has been completed and site selection is progressing. Tentatively named The Preserve, construction should begin in the next eight to twelve months.

Project Description

In late 2014 our frequent project partner Conifer Realty approached EHC to discuss a potential project in the Owings Mills community of Baltimore County. The result of this discussion will be The Preserve , a new, family apartment complex, that will offer 87 one, two and three bedroom apartment homes. This mixed income community will provide nine units for renters with incomes between 61 and 85 percent of area median income and 78 for households with incomes between 30 and 60 percent of the area median income. Additionally, 13 of the units will be set aside for Persons with Disabilities. EHC and Conifer believe strongly that integrating lower income, working families into the existing community will benefit both by enhancing the life experience of the current residents and the residents of The Preserve.

Conifer Realty LLC will provide complete property management services. EHC will provide and coordinate both on and off-site resident services. Conifer Realty and Episcopal Housing Corporation recognize that providing targeted and tailored supportive services has proven most effective in assisting residents to stabilize their lives, achieve self-sufficiency, and meet their personal goals. Conifer and EHC will recruit, hire and train a Resident Services Coordinator, who will work on site. The Resident Services Coordinator will work closely with Conifer property management to ensure a smooth transition for new residents. As new residents move in, the Resident Services Coordinator will establish relationships with the residents and begin assessing their needs and interests, which will allow the coordinator to provide appropriate and applicable services. The Resident Services Coordinator will also work to ensure that a mechanism for resident feedback regarding resident services is in place through resident surveys and the establishment of a resident’s council.

EHC will provide direct, on-site services through various partner programs. We plan to connect residents with programs and services that are oriented towards strengthening and stabilizing the family unit and enhancing self-sufficiency skills. We will offer financial literacy and budgeting, life skills development and job readiness training to interested residents. These services will be targeted to parents, who will be able to attend classes and workshops each month as well as receive individualized case management, if necessary. Additionally we will provide the skills and training that residents will need to improve their unit maintenance, uphold their lease obligations, and enhance their quality of life.

In addition to coordinating services, the Resident Services Coordinator will organize social activities and gatherings at the on-site community center. Through the facilitation of a resident’s council, the coordinator will encourage residents to plan social activities that will bring residents together and foster a sense of community. Activities may include holiday parties, movie and game nights, parent’s night out, community yard sales and off site trips to shopping destinations and sports and cultural activities.

The Preserve is well situated to ensure the success of its residents. Job opportunities are abundant in both manufacturing and office settings. Shopping and entertainment likewise abound as Owings Mills is home to more than a dozen major shopping centers. The Baltimore County School System provides public education and there are several private schools in the area. Higher education opportunities are available through The Community College of Baltimore County, Stevenson University and ITT Technical Institute. Recreational activities are available from the nearby YMCA of Central Maryland, Soldier’s Delight Natural Environmental Area, and the Irvine Nature Center among others.

Episcopal Housing Corporation and Conifer Realty believe that The Preserve will be a valuable resource for its residents and an asset to the Owings Mills community. Construction is scheduled to begin in the fall of 2017.
