The Enclave at Lyons Mill

Episcopal Housing and Conifer Realty have partnered once again to bring more affordable housing to Baltimore County. Following on the heels of our 2017 project, The Preserve at Red Run, The Enclave at Lyons Mill is the newest proposed mixed-income, pedestrian-friendly, live, work and play residential community in Baltimore County. Conveniently located in the heart of Owings Mills, the Enclave at Lyons Mill will offer approximately 50 spacious 1, 2, and 3-bedroom apartments with a host of amenities to which families have become accustomed with modern day living. The four-story wood frame podium building will total approximately 60,000 sq. ft. in size residing on 5.2 mostly wooded acres. The building exterior will be clad with sustainable and durable materials such as brick and cementitious siding and the unit interior will be equipped with Energy Star appliances and high-efficiency systems.
The Enclave at Lyons Mill will offer high-quality housing for families of diverse economic backgrounds that live and work in Baltimore County. The development will primarily serve families that earn 60% and below of area median income. Ten percent of the units will have no income restrictions. Fifteen percent of the units will be fully accessible, three times the federal mandate, to address the growing demand for fully accessible housing units. We are currently seeking to secure Project-Based Vouchers for this population to provide even greater affordability for these families. The Enclave at Lyons Mill is consistent with the County’s 2020 Master Plan, Owing Mills Residential Growth area which promotes the development of high-quality housing. Unit amenities will include granite countertops, premium vinyl plank flooring, maple cabinets, open concept living, outdoor patios and balconies, Energy Star appliances and in-unit washers/dryers. Community amenities include community great room, cyber café/business center, fitness center, and a community garden.
Owings Mills is a vibrant commercial and residential community that is home to more than 30,000 residents and 1,600 businesses. Owings Mills is a major employment center, drawing more than 56,000 workers each day from nearby neighborhoods and throughout the region. Owings Mills is home to the following employers: T. Rowe Price, Baltimore Life, Toyota Financial Services, Euler Hermes, Global Payments and the NFL Baltimore Ravens headquarters and training facility. Additionally, Owings Mills has been the beneficiary of major economic reinvestment over the past five years to include:
- Metro Centre at Owing Mills – a $550 Million-dollar mixed-use transit oriented special tax district that includes, residential living, retail, hospitality and a satellite campus for the Community College of Baltimore County. Metro Centre hired over 500 employees most of whom were local to the community.
- Foundry Row- the area’s newest retail center anchored by Wegmans and LA Fitness. Foundry Row consists of 356,000 square feet of retail space and 40,000 square feet of office space.
- Mill Station- located on the site of the former Owings Mill Mall. The site is being redeveloped into an outdoor shopping center, anchored by a new Costco and feature up to 30 other retailers and restaurants. The project is slated to be completed in 2019, bringing more employment opportunities to this area.
Lastly, families residing at the Enclave of Lyons Mills will benefit from its proximity to some of the County’s highest performing schools: Lyons Mills Elementary, Woodholme Elementary, Old Court Middle and New Town High School. Students at these schools perform at proficient or advanced levels in reading and math and over 80% of the graduates go on to pursue higher education.
Based on the strong economic profile of the immediate area where The Enclave at Lyons Mills will be located and the development activity occurring directly adjacent to our site, we believe that residents will have numerous opportunities for pursuing and achieving financial and personal success. In an effort to further facilitate the above, Episcopal Housing Corporation will hire a Resident Services Coordinator to work directly with Conifer Property Management and residents to ensure a seamless transition into the community. The RSC will also develop programming that will assist residents in areas of personal growth and financial literacy where needed. All in all, EHC and Conifer are certain that The Enclave at Lyons Mill will provide lasting benefits to both the residents of the project and the surrounding community.
