Towner Management

Affordable Housing Property Management

Formed in Baltimore City in 1992 Towner Management manages approximately 900 scattered site and multi-family residential units in Baltimore City. Although market-rate units are included in its inventory, most of the rental properties managed by Towner are occupied by low and moderate-income residents, many of whom are receiving housing assistance payments from the Section 8 program, Baltimore City Department of Social Services, and the Baltimore City Office of Homeless Services. Towner has experience processing applications for these subsidized units (HUD 202, Project Based Section 8, and other subsidy programs) and performing income certifications in accordance with HUD and Low Income Housing Tax Credits regulations. Oxford House

Men in Recovery

EHC operates several Oxford Houses in Baltimore City.  Oxford Houses provide permanent housing for men who are in recovery from drug and alcohol addiction.   Oxford Houses provide a democratically run environment where each resident must participate in the management of the house.  Each facility is self supporting and drug and alcohol free.
