Episcopal Housing Corporation has partnered with Family and Children’s Services of Central Maryland to expand the West End Place medical adult day care center in Westminster into a comprehensive Family Support Center. West End Place currently provides adult day care services and eight affordable rental apartments. The expanded facility will incorporate all of the services currently offered by FCS in Carroll County including domestic violence case management, general and trauma counseling, and psychiatric medication management services. The addition will also house Carroll County’s only domestic violence safe house and a 24-hour hotline.
The $ 3.5 MM expansion will primarily involve the construction of a new 21,000 sq. ft., two-story building adjacent to the existing facility increasing the available space by 80%. The expansion will increase the available housing for victims of domestic violence from 12 to 20 and will incorporate accessibility features allowing FCS to expand services to victims of elder abuse. In the FCS Family Support Center, behavioral health, case management, medical adult day care, a domestic violence hotline, victim shelter and permanent supportive housing for seniors will all operate from a single location. It should be noted that these services are especially critical because FCS is the only provider of adult day care, domestic violence, and elder abuse services in all of Carroll County.
The pre-development process began in 2017. As of July 2018, design and fund acquisition are well underway. Groundbreaking is expected in the spring of 2019.
